Make a spice bag with 2 Onion, Ginger, black pepper, cloves, cinnamon, black cardamom, small cardamom, Garlic pod, Salt, anise seeds, whole coriander.
Bring 8 cups of water in a pot, add mutton and spice bag in it.
Cook for 1 hour or until mutton is nearly done and 4 cups stock left.
To Prepare the Yakhni Pulao:
Heat oil in a pot over medium heat.
Ad whole spices of Yakhni Pulao with ginger garlic paste and cook well by adding little little water then add all the seasoning with brown onion and yogurt.
Cook well.
Now add boiled mutton, cover and cook for 10 minutes.
Then add left over stock, when stock boiling add soaked rice, cook on medium flame for 10 minutes then lower heat, cook on dum for 15 minutes or until rice is fluffed.
